Registration, Evaluation, Authorisation and Restriction of Chemicals

The REACH regulation, EU Regulation No. 1907/2006, came into force as the EU chemicals regulation on 1st June 2007 in order to standardize and simplify previous chemicals regulations. As an EU regulation, REACH applies in all European Union countries. In the area to which REACH applies, and adopting the principle that the industry is directly responsible for itself, chemical substances may only be circulated if they have been registered and, therefore, each substance has its own registration number. The aim of REACH is to protect human health and the environment by assessing, in as much detail as possible, the risks arising from the chemical products being used. The data relating to a substance's risks and to its safe use can only be provided by the manufacturers or importers concerned. They need to ensure that each substance is entered in the classification and labelling system and, potentially, into material safety data sheets, and also comply with the following points:

1. The substances in the manufactured products have been tested and the substances subject to registration have been declared and registered with the agency responsible (ECHA) within the applicable timescale
2. The REACH standards required are being complied with and the manufacturer is continuously monitoring this and
3. The associated fees are being paid and relevant information is being provided. This may be done via material safety data sheets, notices on the manufacturer's website, or similar.
